Self-confessed Davao death squad (DDS) member Edgar Matobato has filed criminal complaints against President Rodrigo Duterte and 27 others over the deaths of more than 1,000 people.

Matobato’s counsel, lawyer Jude Sabio, filed on Friday (December 9) before the Office of the Ombudsman charges for murder, torture, kidnapping and crimes against humanity.

Also named in the complaint were (Philippine National Police) Director General Ronald dela Rosa, Duterte’s son Davao City Vice Mayor Paolo Duterte, as well as current and former members of the Davao City police.

Even though the President is immune from suit, Sabio said it will be up to the Ombudsman to decide what to do with the complaint which covers the period when the elder Duterte was still mayor of Davao City.

During that time, Duterte allegedly headed the DDS under code names like “Charlie Mike” and “Harry-Hari.”

In his complaint, Matobato said the DDS formed in 1988 and is composed mostly of policemen and some civilians. The group targetted robbers, rapists and other suspected criminals in the city.

Matobato left the group in 2013 after he himself was tortured by the group.

Meanwhile, Sabio said Matobato did not appear during the filing of the charges due to security concerns. The former hitman remains under the custody of Senator Antonio Trillanes IV.
